Question: What does dedicate a child to the devil mean? Can this be done just from a parent participating in any occult activity?

It is a specific intentional act and thus does not happen merely because the parents are involved in the occult. (Christian dedications include dedicating a child to the Sacred Heart, to our Blessed Mother, etc.) When parents are involved in the occult, however, even if they do not intend a dedication of their children to the Satan, the devil has permission to infect, harass, and influence the family, including the children. Thus, there are many problems and dangers for the children if their parents are participating in the occult. Dear Josefina:

A dedication is a specific act of intending to dedicate the child to something, such as to the devil. It is a specific intentional act and thus does not happen merely because the parents are involved in the occult.
