Bishop James Long was ordained a priest and consecraterd a bishop in the Old Catholic Church. The Old Catholic Church is a group that went into schism in the 1870's over the Dogma of Papal Infallibility declared at the Vatican I Council in 1870. The sect that disagreed with Papal Infallibility existed before then, but the Vatican I Council solidified the movement.

As with nearly all groups who split from the Mother Church (Catholic Church under the Pope), as time goes by these groups grow from schism to ever deepening heresy.

The Old Catholic in American has devolved into a sect that has gone far afield as evidenced by this statement found on Bishop Long's website:

The Church today is non-discriminatory and permits women to be Deacons, Priests, and Bishops. The Church allows Priests to marry. Gays and Lesbians may be ordained and no one is discriminated against regardless of race, gender, sexuality, age or marital status.

The great tragedy and scandel of the Old Catholic Church, and other similar sects, is that their Sacraments are valid. Validity is gained by a Bishop going into schism to the Pope and starting his own sect. That bishop's Holy Orders are valid, as they were given to him by valid ordination and consecretion by a Bishop who is in union with the Pope.

When this schismatic bishop leaves the Catholic Church, he takes his power of ordination and consecration with him. 

Both the schismatic Bishop and all those whom he ordains and consecrates are thus validly, but illicitly (illegal under Church law) ordained. Each of the bishops this schismatic bishop consecrates in turn can validly (but iliicitly) ordain others.

All this means that these people who have left the Catholic Church may still truly convect the Real Presence in the Eucharist. This must cause our Lord great sorrow as His Body and Blood are being abused in this way and is an instrument for division. This validity, however, does not extend to woman being ordained. Those women are not priestesses and cannot convect the Eucharist, and cannot be valid bishops either, no matter what these sects claim.,

Since Bishop Long is a valid bishop he can do solemn exorcisms and appoint his (male) priests to do the same even though they are all illicit.

Bishop Long was very wise in warning the extemely arrogant Zak Bagans, "star" of the TV show, Ghost Adventures, to stop provoking evil spirits after Zak was attacked by malevolent forces. True to his arrogance and utter foolishness Zak told Bishop Long that we would continue to use provocation despite the Bishop's warning. What a nimrod.

Catholics should not go to a non-Catholic bishop, priest, religious, or layman for deliverance or exorcism. The demons are totally aware of the status the deliverance minister or exorcist is in terms of obedience to the only real authority on the planet—the Catholic Church and her Pope and Magisterium.
