Question:

Perhaps a bit of clarification in your response that the prieat only says the penitential rite at Mass. True, he does say the introduction to the rite. The GIRM says for Form C, "the priest (or other suitable minister) makes the following invocations:" This would/should be prayed by the deacon and then the priest would then intone the absolution.

Yes thank you for the clarification, another minister may do this part of the rite.
