Dear Fred: I am assuming that your sister is missing Holy Mass without good reason. It is not the fault of your nieces if they are not able to attend Holy Mass because their mother did not take them. They have committed no sin, but their mother has committed grave sin. Thus, your nieces may receive the Eucharist because they have not sinned. Their mother, on the other hand, must go to Confession before she can receive. I would ask your sister if you can take the girls to Holy Mass anytime she does not go. Or, if you are not in the same town, maybe you can make arrangements through the parish to bring the girls to Holy Mass. But, if none of that is possible, the girls have not sinned because no one could take them. Thus, when they do get to Mass they may receive our Lord.
