can a person who was married and his wife died long time ago can become a father under Roman Catholic church ?

Dear Heocon:

Yes, a man whose wife has died, and has not remarried, is in single status and thus is free to explore the possibility of the priesthood.

He will need to contact the Vocations director of his diocese to begin looking into the possibility of the priesthood.
