Question:

Dear Bro.Ignatius

I try to recite the Divine Mercy Chaplet daily following it on the EWTN, but it is 3pm on the East Coast and 12pm for me here on the West Coast; does it count as the mercy hour,or should I wait until 3pm my time? Iknow the main thing is to recite the 'chaplet' at any time, but I was just wondering?

Dear Jay:

The Divine Mercy Chaplet, as all private devotions, are not regulated by the Church. There are no rules. It can be prayed anytime of the day.

The practice of 3pm is a devotional practice and a good one, but it is not binding.

If you wish to pray during the "Mercy Hour" with EWTN at 3pm your time then you might record the prayer time on video and then pray with the video at 3pm your time. Or pray it live when EWTN broadcasts it. It doesn't really matter. It is up to your discernment and preferences. God sees your devotion whenever you pray it.
