Question: Brother, The reason Sunday Week 1 Morning Prayer is used so much is that it is "the" festive office. It is referenced in the Commons to be used when the office to be celebrated is to being given a greater degree of solemnity (no play on words intended). To use it for "every" Memorial in addition to every Feast and Solemnity would defeat the purpose of the 4 Week Cycle of Psalms and would get to be a bit much. Normally one use the Psalms of the Current Day of the 4 Week Psalter and perhaps use the reading, Gospel Canticle antiphon, intercessions and/or closing prayer of the Common, if they were not provided in the Proper of Saints. This is the same way it works with the Reading at a WeekDay Mass. Normally one would use the Reading of the weekday on a Memorial or optional Memorial (unless there was a proper one from the Proper of Saints) and would only use a reading from the Common of (whatever the Saint was) if the Saint in question was of special interest or meaning to the community.
